Chao has 16 years of experience in transportation planning and traffic engineering. He has been involved in several traffic and revenue (T&R) studies and completed multiple research projects with a focus on toll road/managed lanes operating policy and toll facility users’ response to pricing. He has also led multiple studies and surveys on how travelers will react to innovative tolling strategies and the costs and benefits associated with those projects. His research has provided a better understanding of traveler behavior in response to tolls and helped to better predict their reactions. His expertise includes travel demand modeling, econometric T&R forecasting, stated preference survey design, traffic impact analysis, and transportation investment risk analysis.
