With over 21 years of consulting experience in transportation planning, modeling, and engineering, Jennifer brings in-depth knowledge and proven track record of data-driven decision making through the development of a variety of tools and models in transportation and economic assessment.

 

​Jennifer has led transportation planning projects, corridor studies, travel demand modeling development, traffic and revenue analyses, funding analyses and grant applications in over 10 states for a variety of clients including the Federal Highway Administration, Departments of Transportation (DOTs), tolling agencies, Metropolitan Planning Organizations (MPOs), and municipalities.

 

Some of Jennifer’s notable accomplishments included working on Atlanta Managed Lane System Plan, Atlanta Managed Lane Implementation Plan, and implementation of enhancements to better estimate the traffic and revenue potential for Managed Lanes identified in Georgia’s Major Mobility Investment Program (MMIP), the largest transportation program in Georgia’s history. Jennifer also worked on the development of the high-profile report, Demonstrating the Economic Benefits of Investing in Transportation, in partnership with the Metro Atlanta Chamber which led up to the most significant transportation funding mechanism in Georgia history, House Bill 170.  In addition, Jennifer led the Benefit-Cost analysis for the INFRA/BUILD/RAISE grant applications as well as traffic and revenue analyses in Florida, North Carolina, Tennessee, West Virginia, Illinois, Arkansas, and Louisiana.

 

Most recently, Jennifer is heavily involved in emerging technologies readiness planning, Transportation Performance Management (TPM), Planning and Environment Linkages (PEL) for a more collaborative and integrated approach to transportation decision-making. 

 

Jennifer is both a certified planner (American Institute of Certified Planners) and a Professional Transportation Planner (PTP).
