Caroline has over 9 years of transportation and land use planning experience, with prior roles in local and regional government as well as the nonprofit sector. She has worked on a wide range of planning projects across regional, city, and neighborhood scales and brings expertise in public transit and bike/pedestrian planning and policy. 

 

After earning a Master of Science in community and regional planning from The University of Texas at Austin, Caroline was a senior transportation planner in Chattanooga, with time spent at both the Chattanooga-Hamilton County Regional Planning Agency/Metropolitan Planning Organization (MPO) as well as the City of Chattanooga government. She oversaw the development and implementation of the region's Coordinated Public Transit/Human Services Transportation Plan and also led public engagement and equity mapping efforts for the MPO's award-winning 2050 Regional Transportation Plan. Caroline also helped advance the integration of transportation and land use planning in Chattanooga, leading coordination between the city and the local public transit agency. Following her time in Chattanooga, Caroline worked as a research associate focused on multimodal transportation and transportation electrification initiatives at the American Council for an Energy-Efficient Economy (ACEEE), a nonprofit research institute focused on clean energy. She joined Modern Mobility Partners in 2026. 

 

Caroline's experience lends her expert insight into the connection between the transportation network and related land use, housing, and energy systems. She brings strengths in project management, stakeholder engagement, consensus building, policy research, and translating complex technical processes to general audiences.
