Joseph is a transportation planning professional with over 7 years of proven leadership, diverse technical expertise, and collaborative program management across roles in consulting, transit, and the federal government.

Before joining Modern Mobility Partners in 2025, Joseph was a Community Planner at the Federal Highway Administration (FHWA) where he provided stewardship and oversight of the Federal-Aid Highway Program in Georgia through strategic consultation with GDOT and sixteen MPOs. His work included guiding statewide and metropolitan plans, programs, and processes, as well as leading compliance assessments and administering discretionary grants.

Prior to FHWA, Joseph was a Bus Stop Planner with the Metropolitan Atlanta Rapid Transit Authority (MARTA). He provided bus stop planning, GIS, and data analysis support for various transit operations and capital projects. Additionally, Joseph was the Deputy Project Manager of the project to replace and upgrade over 9,000 bus stops.
